DETAILED REPORT OF CHIKKAMAGALURU INSTITUTE OF MEDICAL SCIENCES

Ministry of Health and Family Welfare, Government of India had launched Centrally sponsored scheme for establishment of 75 new medical colleges attached with district hospital under Phase-III of the scheme at a cost of 325 crores per college. Under the scheme, Government of Karnataka has submitted detailed project report to Technical Evaluation Committee on 08/09/2019. On further scrutiny and verification of the proposal, Ministry approved the proposal submitted by Government of Karnataka for establishment of Chikkamagaluru Institute of Medical Sciences by upgrading Aralaguppe Mallegowda district hospital under 60:40 share on 23/10/2019. Government of India also sanctioned 23 crores on 15/11/2019 and 27 crores on 10/06/2020 as an first installment towards central share of 195 crores. Similarly, to meet the shortfall of human resources in health, Ministry of Health & family welfare earlier had taken up a number of initiatives including implementation of centrally sponsored scheme ‘establishment of new medical colleges attached with existing district hospitals. Under the scheme, 58 new medical colleges were started in phase-I in the year 2014. at the total cost of 10,962 crores. Out of the central share, all 7,541 crores were released. In the phase-II of the scheme, a total of 24 medical colleges have been approved at a cost of 250 crores each (total cost of 6000 crores) with an objective to ensure availability of one medical college in each state in the underserved areas. World Health Organization norms specify that there shall be one Doctor for every 1000 population. At present in Karnataka State has one Doctor for 1700 population. In order to bridge this gap as per WHO norms, it is necessary to open more medical colleges. Further analysis showed, the population in rural areas accounts for 80%, and the maternal and an infant mortality rates are high in rural areas, with doctor patient ratio is 1:2600. The doctors who are specialized in particular subjects are concentrated in urban areas, so there is a shortage of specialist exists in a district like Chikkamagaluru. Even in PHC’s there is a severe shortage of doctors. In order to address this issue, there is a need of Medical College with good infrastructure and also requires an up gradation of exciting district hospital to meet the MCI norms. Chikkamagaluru Institute of Medical Sciences is proposed in survey number 138, 192 & 193 of Tegur village of Chikkamagaluru in 30.2 acre area. Government of Karnataka had given cabinet approval for establishment of Medical College with an annual intake of 150 admissions at a cost of 438.75 crores and passed necessary orders on 15/06/2020. Tender has been floated on 16/06/2020 by Health and Family Welfare Engineering wing. Work order was issued on 23/10/2020. By establishing the Medical College in this region,, health care delivery system will be improved in the region. By providing medical college the health scenario in the region will be greatly enhanced, which in turn will augment the per capita income. Poor patients need not go too far off places for tertiary care. Specialist and Super Specialty services can also be provided in the region. Rural people who are below poverty line can avail tertiary care facilities. Tertiary care will be available round the clock to Chikkamagaluru District and border people. 24x7 emergency care in all the specialties including investigations will be made available
